- Changes to registration for foreign residentsSince 9 July 2012, foreign residents no longer have foreign registration certificates. Residents with a legal status of more than three months receive a residence card or, if they are special permanent residents, a special permanent resident certificate. Those with a legal status of three months or less are not on the resident record. Address changes and national health insurance are still handled by the ward, while status changes and residence card renewals are handled by the regional immigration bureau.
- Applying for a special permanent resident certificate or residence cardHow to apply for a special permanent resident certificate at Itabashi Ward Office, and for a residence card at the regional immigration bureau. The page lists the documents to bring, the information printed on each card, and the photo rules: taken within the last three months, 4 cm by 3 cm, bareheaded, facing front, with no background or shadow. A child under 16 must have a relative who lives with them apply on their behalf.
- Switching from a foreign registration certificate to a special permanent resident certificateSpecial permanent residents who still hold a foreign registration certificate must switch to a special permanent resident certificate. When the foreign registration system ended on 9 July 2012, these certificates were treated as special permanent resident certificates for a set period. For people aged 16 and over, no foreign registration certificate is currently valid, so holders should switch. Applications are made at Itabashi Ward Office. See the separate page on applying for these certificates.
