Switching from a foreign registration certificate to a special permanent resident certificate

Guide ProceduresTopic: Foreign residents
  • Foreign residents

Overview

Special permanent residents who still hold a foreign registration certificate must switch to a special permanent resident certificate. When the foreign registration system ended on 9 July 2012, these certificates were treated as special permanent resident certificates for a set period. For people aged 16 and over, no foreign registration certificate is currently valid, so holders should switch. Applications are made at Itabashi Ward Office. See the separate page on applying for these certificates.
