Community fire-fighting teams in Itabashi

Overview

Itabashi's community fire-fighting teams (kumin shoka-tai) were set up in 1974 to put out fires near evacuation roads after an earthquake, using portable Class C pumps. The ward has 36 teams; four are suspended or dissolved (as of October 2026). Neighbourhood associations run the teams, and the fire service gives technical training. The page explains the teams' work and links to the 2026 manual and its supplement, in PDF.
